European Employment Strategy (EES)
After the launching of the European Employment Strategy (EES) at the Luxembourg "Jobs Summit" in November 1997, based on the new provisions of the Amsterdam employment treaty (development of the EES), the ambition was to achieve decisive progress within five years. A comprehensive impact evaluation of the first 5 years was carried out in 2002, which identified the central challenges and themes for the future of EES. The evaluation emphasised the necessity to reshape the EES in order to achieve the Lisbon Strategy employment rate targets in 2010 (structural economic growth), more and better jobs and a bigger social cohesion. This took place with the implementation of the easier guidelines in the year 2003. A further evaluation began in 2005 due to the Commission?s suggestion of reorienting the Lisbon Strategy. Consequently the new EES, with the adoption of the new guidelines, has been available since July 2005.
